While there are several requirements for a VA Loan, many aren't common in California. There are 3 major factors to help determine if the home qualifies for a VA Loan. The home must be:
- Safe
- Sound
- Sanitary
How do you determine if the house is likely to pass these conditions? Ask yourself these questions:
Is it safe? Would you allow a child to run around unsupervised? No, we don't mean leaving a toddler at home alone. If you were in the living room watching TV would you worry that a child could get injured during normal activities. For example: wires hanging out a wall or a staircase with a loose rail.

Is it
sound? There are key requirements for a home that need to do what they're supposed to. A wall is a barrier to outside, a giant hole means the wall isn't sound. So take a peak at the components to the home to be sure they function as they should. For example: roof, walls, floors, foundation. doors and windows, etc.

sanitary? We're not talking clean, we're talking health. Messy rooms or a dirty bathroom aren't what your appraiser will be looking for. Sanitary concerns are things like: mold, rodents, etc.

Other points to know:
Appliances: If they're built in they are considered part of the property and need to be there. Items like a refrigerator are not always included in the sale. Consult your Realtor to find out what will be included.
Smoke Alarms and Carbon Monoxide Detectors: The home needs to have 1 per floor, 1 per bedroom with 1 in the common areas as well.
You've checked out the home, should you put in an offer?
If there are any major repairs the home will likely not pass the VA appraisal then speak with your Realtor about other options, or if you really love the home about other types of funding. You will likely notice any major issues that could cause a problem if you check for those 3 criteria.
If things look good then put in the offer. Minor repairs may come up during inspections, you can work with the seller to get them taken care of.
If something major shows up on the appraisal or inspection you have the option to renegotiate the contract.
